 The matter is about the presidential election in America within the year 1800. The then US President President of the United States Sal was defeated during this election. He was the second President and therefore the first vp of the US. His opponent Thomas Jefferson won. Despite this John refused handy over the assignment to Thomas. Then that happened, which he had never imagined.

John didn't attend Thomas' swearing-in ceremony on 20 January. White House staff also failed to attend the ceremony. that's why the mid-day rules of January 20 couldn't be written. it's on these days that the President of America assigns the new elected president.
